To improve the management and quality of products and services, society must be provided with the necessary capacities, personnel and resources, as well as a willingness to change.
Improving the QMS should ensure the efficiency of production of quality products, the fulfillment of state orders, employee involvement and a positive reputation for consumers.
Despite the efforts of management, most employees are still not involved in the process of improving the QMS, the main reason is weak motivation and lack of understanding of the importance of the system.
Effectiveness requires continuous staff training in quality and management engagement, and quality management laboratories should increase the number of internal audits, focusing on units with a large number of inconsistencies.
Involve employees from related departments to participate in audits as experts. Inconsistencies indicate a lack of awareness of the importance of the QMS.
To strengthen control, develop a methodology for calculating the quality factor with monetary penalties for repeated non-conformities and failure to perform corrective actions. Fixed indicators for reducing the quality factor will be taken into account when allocating an additional fund.
To further improve the QMS:
- Increase the number of internal audits.
- Develop a method for calculating the quality coefficient.
- Monitor the implementation of QMS measures and corrective actions based on the results of audits.
- Conduct training seminars for quality commissioners and internal auditors.
- Improve the effectiveness criteria of QMS processes.
- Implement the “Internal Audit Program of QMS” and “Calendar Plan for the Development (Refining, Updating) of QMS Standards”.
- Enter electronic document flow for units when coordinating QMS documents (standards, methods, regulations, instructions), electronic digital signature for performers.
Once the “Quality Coefficient” methodology is approved, the number of audits should be increased and critical, repetitive and similar inconsistencies reduced. Table 2 outlines planned audits and expected results.
Based on the results of the implementation of measures to improve the QMS, a preliminary assessment of the effectiveness of the QMS processes is presented in table 3.
The values of the QMS performance indicators and the overall performance of the QMS should also increase, with preliminary figures presented in table 4.

The method of reducing the quality factor will strengthen the control and personal responsibility of the performers, the implementation of all recommendations will allow the management apparatus to strengthen control over the QMS, coordinate the work of units and establish the responsibility of the performers, the expected improvement in the effectiveness of the QMS will be 0.012 points.
